PPC and Google Ads management in Dubai and the UAE

A Dubai PPC agency that clears the permit before the auction

Paid search and paid social in the UAE are expensive, heavily concentrated in Dubai, and gated by permits long before they are gated by budget. A property advert needs a Trakheesi number. A clinic needs its licensing authority to approve the material first. Anyone publishing advertising content from inside the country now needs a Media Council permit. We plan PPC Dubai campaigns to clear all of that, then to win the auction, and we manage them on return on ad spend rather than on clicks.

What does a PPC agency in Dubai do?

A PPC agency plans, builds and manages paid advertising across search, shopping and paid social. In the UAE that also means knowing which permits an advert needs and which platform policies govern the category before budget goes live. Absolute Digital Media works to the permit and the policy first, then the auction.

    Why a specialist

What does a PPC agency in Dubai do?

PPC, or pay per click, is advertising you pay for by the click: paid search on Google and Microsoft, shopping and Performance Max, and paid social across Meta, TikTok, Snapchat and LinkedIn. A PPC agency in Dubai plans it, builds it, and manages the bidding, targeting and creative against a commercial target rather than a click count. In Dubai the job carries an extra step, because several of the sectors with the most to gain from paid media cannot advertise at all without a permit, and the permit governs what the advert is allowed to say. We work to the permit and the platform policy first and the auction second, across the industries we specialise in.

    What PPC clients say

    Compliance-first

PPC in Dubai that runs, and keeps running

Most paid media problems in this market aren’t bidding problems. As a PPC agency in Dubai, we see the same three causes again and again: a missing permit, a claim the sector code doesn’t allow, or a category the platform gates behind certification nobody applied for. We deal with all three before spend goes live, which is why our accounts tend to stay live. Talk to our team about where the biggest, safest paid gains are for your sector.

PPC agency in Dubai & the UAE FAQs

What does a PPC agency in Dubai do?

A PPC agency plans, builds and manages your paid advertising across search, shopping and paid social, and a Dubai one should also know which permits your adverts need and which platform policies govern your category before any budget goes live.

That last part is the difference between a campaign that runs and one that spends a fortnight in appeals. We work to the permit and the policy first, then to the auction.

Why are paid clicks so expensive in the UAE?

Because a small, concentrated and comparatively wealthy market puts a great many advertisers in front of the same handful of high-value terms, which is what drives cost per click up in property, legal, medical and financial categories.

It changes what good looks like. This is where PPC management in Dubai earns its keep: in an expensive auction, the win comes from tighter targeting, better landing pages and cleaner tracking rather than from outbidding everyone, because outbidding everyone is a strategy with an obvious ceiling.

Do we need a permit to advertise in the UAE?

Very possibly, because since February 2026 anyone publishing advertising content from inside the UAE needs an Advertiser Permit from the UAE Media Council, and separate sector permits apply on top of that for property, healthcare and virtual assets.

The exposure for getting it wrong is real: fines under the media law run to AED 1 million, alongside account suspension. We establish what you need before anything is built rather than after.

Can we advertise property in Dubai through Google Ads?

Yes, but as a Google Ads agency in Dubai, we build every property campaign around one non-negotiable: every property advertisement in Dubai must carry a valid Trakheesi permit number issued through the Dubai Land Department and supervised by RERA, and that applies to electronic advertising exactly as it applies to a billboard or a portal listing.

At any scale, that becomes an operational problem as much as a legal one, because permits attach to listings and listings turn over. We build the campaign structure around that rather than treating it as an afterthought, and Dubai’s Madmoun service, reached through the same Trakheesi system, adds a QR code to the permit so a buyer can check a listing against the Land Department’s own records.

Can a clinic advertise treatments in Dubai?

Yes, with prior approval: health facilities need advertising material cleared by their licensing authority, whether that is the Dubai Health Authority, MOHAP or the Department of Health, and outcome claims have to be substantiated rather than asserted.

The DHA standard for medical advertising on social media has been in force since October 2022 and puts the medical director on the hook for what gets published. In practice that means your compliance sign-off sits inside our production process, not after it.

Can we run paid campaigns for a virtual asset business?

Yes, and crypto is one of the most tightly drawn advertising regimes in the market. VARA’s marketing rules took effect in October 2024 and require every promotion to be fair, clear and not misleading, with a mandatory risk disclaimer. It’s exactly the kind of category our PPC services in Dubai are built to handle properly.

The disclaimer wording is prescribed, and it doesn’t fit inside a ninety-character description. So it lives on the landing page, and the ad has to be written so that nothing in it contradicts what the disclaimer says. The rules also reach firms marketing into Dubai from outside it, with breaches attracting fines of up to AED 10 million per violation.

Should we advertise in English, Arabic or both?

It depends on who buys from you, and the honest answer in the UAE is usually both for consumer categories and English alone for a great deal of B2B, because the population here is overwhelmingly expatriate.

It is not a translation decision either. Arabic search behaviour produces different terms, not the same terms in another language, so it changes keyword research and account structure. If it is central to your plan, tell us at the outset. Our own delivery is in English today.

    Which platforms do you manage?

Google Ads across search, shopping and Performance Max, Microsoft Ads, and paid social on Meta, TikTok, Snapchat and LinkedIn, with the mix chosen by where your buyers are and what your category is permitted to say on each.

Snapchat deserves a specific mention here. It reaches around half the adult population of the UAE, which makes it a serious paid channel in this market rather than the afterthought it usually is in a European plan.

What happens if our ads are disapproved or the account is suspended?

We audit what triggered it before touching spend, because a disapproval is usually a policy or permit problem rather than a bidding one, and reappealing the same creative without fixing the cause is how a lost week becomes a lost month.

Prevention matters more. Accounts are structured so that a single strike hits one campaign rather than the whole account, and the certifications a gated category needs are maintained rather than assumed.

Does Ramadan change how a campaign runs?

Substantially, and it is one of the biggest reasons a media plan written for a European calendar underperforms here, because daily rhythms, browsing times, delivery expectations and what an advert can appropriately say all shift for the month.

The rest of the calendar differs too, from Eid through Dubai Shopping Festival to GITEX. So does the week: the UAE moved to a Monday to Friday working week with a half day on Friday in January 2022, and most of the private sector followed, which means ad schedules copied from a regional template still built around a Friday and Saturday weekend are simply pointed at the wrong days.

How quickly will we see results with PPC?

Data arrives within days and a stable, efficient account usually takes longer, because early spend is buying information about which audiences and search terms actually convert, and in expensive UAE PPC auctions that learning period costs real money.

We would rather show you a reliable cost per acquisition in month three than a flattering one in week one. Where a permit is still outstanding, the honest start date is when it lands, and we will say so.

Do you handle landing pages as well as the ads?

Yes, and in the UAE it matters more than usual, because several of the permits and disclaimers your category requires cannot fit inside an advert and have to live on the page the click arrives at.

It pays for itself twice over. Continuity between the advert and the page is what Quality Score prices, and it is also what a cautious buyer reads as competence before they part with anything.
